Terra worked with the Salvation Army to successfully complete this LEED Gold certified project. Gateway of Hope was supported by multiple funders including the provincial and federal governments, both the Township and the City of Langley and through the fundraising efforts of the Salvation Army.
The three-storey building provides 30 emergency shelter and 25 supportive transitional beds as well as drop-in meal service and onsite support services through The Salvation Army Community and Family Services programs. The main floor consists of a commercial kitchen, 115-seat dining room, laundry facilities, multi-purpose room, shelter office, communal washrooms and 30 shelter beds. The second floor provides 13 units for women, office and classroom space, counselling rooms, medical room and office space for The Salvation Army Langley. The third floor provides 12 resident units for men.
Terra co-ordinated the project team and multiple funders. Terra’s work during the development phase of the project included assisting the team through a contentious rezoning and balancing the three corners of the project management triangle: budget, scope and schedule.
Terra’s construction claims department worked with the Salvation Army to establish a protocol for the prompt handling of funds which, by necessity, flowed through the head office in Toronto and managed the complex funding process with its numerous funders and distinct components of shelter, transitional housing, commercial kitchen and office space. They also dealt with federal government’s rigorous financial monitoring process.
